The Overseas Workers Welfare Administration (OWWA) is a national agency attached to the Department of Labor and Employment (DOLE) that promotes the welfare and responds to the needs of the Overseas Filipino Workers (OFW) around the world.
As per R.A 10801 the OWWA shall exercise the following functions:
a) To protect the interest and promote the welfare of member-OFWs in all phases of overseas employment in recognition of their valuable contribution to the overall national development effort;
b) To facilitate the implementation of the provisions of the Labor Code of the Philippines (Presidential Decree No. 442, as amended) and the Migrant Workers and Overseas Filipinos Act of 1995 (Republic Act No. 8042, as amended), concerning the responsibility of the government to promote the well-being of OFWs. Pursuant thereto, and in furtherance thereof, it shall provide legal assistance to member-OFWs;
c) To provide social and welfare programs and services to member-OFWs, including social assistance, education and training, cultural services, financial management, reintegration, and entrepreneurial development services;
d) To provide prompt and appropriate response to global emergencies or crisis situations affecting OFWs and their families;
e) To ensure the efficiency of collections and the viability and sustainability of the OWWA Fund through sound, judicious, and transparent investment and management policies;
f) To undertake studies and researches for the enhancement of the social, economic, and cultural well-being of member-OFWs and their families;
g) To develop, support and finance specific projects for the welfare of member-OFWs and their families; and
h) To ensure the implementation of all laws and ratified international conventions within its jurisdiction.
The Overseas Workers Welfare Administration (OWWA) is a membership program wherein membership is mandatory for all Overseas Filipino workers. (OWWA) membership applications are usually processed once your employment contract is approved at the Department of Migrant Workers and before you board your flight abroad.

1. Social Benefits
- Disability & Dismemberment – a benefit of P100,000 for injuries sustained cause by accident while working abroad.
- Supplementary Medical Assistance (MEDplus) – a financial assistance for the payment of hospital /medical bills an amount which does not exceed to Php 50,000.00
- Death & Burial – a benefit of P100,000 for death caused by natural causes and P200,000 for accidental death given to the beneficiary and a Php 20,000 burial benefits.
- Welfare Assistance Program (WAP) – an assistance given to OWWA members that are not Eligible under the existing OWWA benefits.
2. Education and Training
- Scholarships For Dependents – a scholarship of Php 60,000 per school year given to the qualified dependents of OFW.
- Short Term Training Programs for OFWs & Dependents – an IT training centers set-up in regional office to enhance the knowledge and skills of OFW and their dependents.
- Seafarer’s Upgrading Program (SUP) – a short training courses for the seafarers for upgrading course in maritime training.
3. Repatriation – an assistance given in bringing back the Distressed OFW or a human remains who are victim of natural calamities or any political unrest in the country they are working. They are accorded with services such as airport assistance and transport services for their travel to their provinces
4. Reintegration – a livelihood training program available once the OFW decides to return to the Philippines for good. Thru this livelihood training program OFW have now sustainable income and integrated back to the society
